Epic Goal
There should be a timeout and retry function in ScanSetting, so a scan will timeout and retry after a certain period of time.
Why is this important?
Some customers are having an issue where the certificates issued for a scan are expired. If a scan can timeout and retry, this issue can be avoided.

- Investigate and implement the timeout and retry logic
- Add e2e/unit test for the feature
