Create rhcos4 STIG profile based on our control structures

      Based on the work in CMP-1206, we create the ocp4_stig and rhcos4_stig profiles so that they build and can be taken into use by the CO.

      Acceptance criteria:

      • rhcos4_stig profile exist and can be used to perform compliance scans
      • the profile is added to CI
      • non-goal: these profiles will NOT be shipped
      •
