Based on the work in ~~CMP-1206~~, we create the ocp4_stig and rhcos4_stig profiles so that they build and can be taken into use by the CO.

Acceptance criteria:

ocp4_stig profile exist and can be used to perform compliance scans
the profile is added to CI
non-goal: these profiles will NOT be shipped
