The compute operator currently assumes the ManagedCluster is part of a ManagedClusterSet per AppStudio workspace. We instead plan to have a ManagedClusterSet per Compute workspace. At least initially, assume all managed clusters for a given Compute workspace are created on a single ACM hub. I.e., we wouldn't have multiple MCSs on multiple hubs for the same compute workspace.

**We need a way to uniquely identify workspaces!! We should not rely on the workspace name in case it is deleted and recreated, or root:joe:bob and root:joe-bob both turn in to root_joe_bob, for example.**
