      Description of problem:

      Operator version displayed on web console may mislead users.

      Version-Release number of selected component (if applicable):

      cert-manager-operator 1.12.0 in OCP 4.14.0-0.nightly-2023-09-19-201452

      How reproducible:

      always

      Steps to Reproduce:

      1. Log in to web console with a cluster-admin user like kubeadmin.
2. Nav to "Operators" -> "OperatorHub", select "Red Hat" or "Production Operators" under the "Source".
3. Search "cert-manager-operator" and open installation page.
4. Check the displayed version and description

      Actual results:

      It displays "1.12.0" but the operand version is actually 1.12.3. This misleads users.

      Expected results:

      Should not mislead users.

      Additional info:

      Add more info to clarify bundle/operator/operand version for users.
