[Common] Investigate alternative to kube ping for clustering

The templates have been modified to configure openshift.DNS_PING for clustering. DNS_PING does not require any modifications to service account permissions for clustering to work. The environment variables required to use DNS_PING are: JGROUPS_PING_PROTOCOL=openshift.DNS_PING # use DNS_PING OPENSHIFT_DNS_PING_SERVICE_NAME=eap-ping-service-name # the name of the service representing the ping ports OPENSHIFT_DNS_PING_SERVICE_PORT=8888 # the port number on which the ping service is listening, 8888 is the default used if unspecified The service used to describe the ping service must have the following characteristics: The port must be named, e.g. "ping" The ClusterIP field must be set to "None". The following annotation must be specified: service.alpha.kubernetes.io/tolerate-unready-endpoints = true The annotation is critical as it allows nodes to be discovered while they are starting up.
