As a developer
I want to tune the output image of Shipwright builds
So that I can customize the tags and labels added to images

Acceptance Criteria

Upstream enhancement proposal which addresses the following:

• Output labels can be defined in a Build and are added to the output image. Must work for Buildah, Kaniko, and Buildpacks
• Tag for the output image in a Build can be dynamic, in accordance with a policy. Ex - pattern which appends the first 6 characters of a git sha.
