As a developer
I want to tune the output image of Shipwright builds
So that I can customize labels added to images

Acceptance Criteria

Upstream enhancement proposal which addresses the following:

• Output labels can be defined in a Build and are added to the output image. Must work for Buildah, Kaniko, and Buildpacks

Notes

Dynamic output image tags will be researched in a follow-up enhancement proposal.
This EP will lay the groundwork for manipulating build output images.

Core question - to what extent should an image building tool know how to push and manipulate images?
