      Tune the behavior of MintMaker/Renovate so that dependency update PRs are relevant to the codebase.

      Approach

      Provide a `renovate.json` file that utilizes Renovate presets to do the following:

      • Group all Kubernetes dependency updates into single PRs.
      • Disable major and minor version updates in the main branch. This ensures our release branch only receives bug fixes from upstream dependencies by default.
