Task

Tune the behavior of MintMaker/Renovate so that dependency update PRs are relevant to the codebase.

Approach

Provide a `renovate.json` file that utilizes Renovate presets to do the following:

• Group all Kubernetes dependency updates into single PRs.
• Disable major version updates in the main branch. This ensures our main branch "development" branch is able to receive new features from upstream code repos.
