As a user I want an enhancement describing how the cluster autoscaler integrates with cluster api enabled openshift clusters so that I can properly operate and administer clusters.

As a developer I want an enhancement describing how the cluster autoscaler integrates with cluster api enabled openshift clusters so that I can understand how to properly diagnose and triage issues related to autoscaling.

Background

The migration of openshift from machine-api to cluster-api is complex and involves scenarios where a user might have both types of objects in their cluster at the same time. As the cluster autoscaler uses machine-api in openshift, the autoscaling workflow will need to be updated to account for the new api landscape.

To complete the design work of this integration, we need to have an enhancement that describes the integration.
