Epic Goal

Add Cluster Autoscaler integration into the Cluster API namespace within Standalone OpenShift
Ensure that there is no conflict when the Cluster Autoscaler is configured for MachineSets in both MAPI and CAPI namespaces

Why is this important?

This functionality is provided today for MAPI and must continue to be provided for CAPI
We need to ensure a migration scenario works for the Cluster Autoscaler, so we must ensure it can work with both MAPI and CAPI MachineSets simultaneously
