Update to Operator SDK 1.3 version

      The projects depends on 6 months operator-sdk 0.17.2 version. Meanwhile Operator SDK went GA. In our effort towards GA, we should try to depend on more tools/libraries in their GA versions. Furthermore, Operator SDK GA versions offer a good support for webhooks and that is requirement for moving forward APPSVC-46.
