Unable to publish APIs created before Gateway is added

      1. Set up apiman as normal but without any gateway(s).
      2. Create an API, add some policies, etc. It'll say something about
      allowing you to publish once you add a GW.
      3. Add a gateway.
      4. Go back to the API, it should say something about now being OK to
      publish, but the button doesn't seem to be properly enabled.
