Cannot Publish API to Gateway

    Description

      Based on the Production Guide here http://www.apiman.io/latest/production-guide.html I've setup a single manager node and 2 gateway nodes.

      All of these nodes are tied into an external Keycloak system. I've configured the manager and gateway nodes to use an external Elasticsearch system as well.

      I've pointed the manager node at the 2 gateway nodes. The test gateway button indicates success on both gateway nodes.

      I cannot publish a public API to either one of the 2 gateway nodes. The UI shows the "Why can't I publish?" message which indicates I need to select an API Gateway.

      I've tried this same setup with a single gateway and also have the problem.

      I do not see any errors in the logs of the gateways or manager.
