For builder's patch/plugin to be applied, tacozip needs to be added as a requirement to the cuda12.9, cuda13.0, and rocm6.4 variants in the rhaiis collection. tacozip is a transitive dependency of terrakit and those collection/varaints are where terrakit is required.
