      tacozip's sdist release on PyPi (https://pypi.org/project/tacozip/#description) does not ship with it's source code and cannot build it's shared library during bootstrapping. If the library is not present during wheel building, it will create a dummy file instead and build the wheel anyway. We need a builder plugin to clone tacozip's git repo and run the cmake to build the library.
