MR https://gitlab.com/redhat/rhel-ai/rhai/pipeline/-/merge_requests/247 and AIPCC-8775 remove a bunch of collections and introduce rhai-innovation for 3.4-EA1 . The infrastructure repo https://gitlab.com/redhat/rhel-ai/core/infrastructure/ needs to be updated to reflect the changes.

Under normal circumstances, the new collection must be added to infrastructure first. The post merge pipeline then creates the Gitlab projects. In this special case, I'm renaming https://gitlab.com/redhat/rhel-ai/rhai/indexes/universal-training-3.4-EA1 to "rhai-innovation-3.4-EA1" instead. The cache index is configured for all variants and archs, and it has the majority of packages. MR 247 doesn't have to start from scratch.
