Since, ADR 162 : https://docs.google.com/document/d/156fjRmte53Q1JEQrOjY1ytMZG-MW-s9W9abcV_Q5Rs0/edit?tab=t.0 is approved, we should create "rhai-innovation" collection which will consist of already existing training-hub, sdg-hub, its-hub, docling and universal-training collections. This has to be done in RHAI wheel pipeline

Note that:
docling (and therefore sdg-hub) do not build on s390x. The requirements.txt file needs to be updated to "docling ; platform_machine != 's390x'"

After creating this unified collection, delete the individual collections in RHAI pipeline. README.md should be updated with relevant information.
