After all the build failures are resolved from this epic, we should add all the packages to torch-deps collection in https://gitlab.com/redhat/rhel-ai/core/testcollections/pipeline/-/tree/main/collections/torch-deps?ref_type=heads.

All the dependencies should be added to cpu variant unless we encounter any accelerator specific dependencies

Some of these are already added but are commented out. We need to uncomment them

Also, ensure that builder version in test collections is the latest which contains fix for all the bugs in this epic
