      The upstream torch required specific pinned versions of packages that are needed to build torch. rh-ee-sugeorge and rh-ee-jkm has given the list of dependencies and exact versions they want in https://issues.redhat.com/browse/AIPCC-6891

      After discussing with dhellman@redhat.com, we decided to have a dedicated collection for dependencies of torch in RHAI wheel pipeline.

      We will also need this collection in test collections pipeline
