Update the PRODUCT_VERSION variable in .gitlab-ci.yml to 3.3

This will start pointing the main branch to 3.3 and will create PULP repositories with this version when pipeline is triggered.

Note that changing the variable will NOT trigger post merge pipeline which is the expected behavior.
