We had to spend a lot of energy to get the builds working reliably in the maintenance branch of the builder repo recently (https://gitlab.com/redhat/rhel-ai/wheels/builder/-/merge_requests/1609). We want to avoid that in the future. To do that, we want to enable the "repeatable builds" feature of the builder. To do that we have to produce wheel collection releases out of that branch.
