Update requirements-pipeline main to use constraints API

      Currently, requirements-pipeline is broken on main for CUDA and ROCM wheel builds. This is because of the wandb constraint that we fixed on 1.5 branch for the 1.5 release of RHEL AI.

      We did not fix this on main branch as it now points to RHEL AI 3.0. Further, updating main to use builder constraints API will fix the builds
