While checking the viability of AMD ROCM 6.4 builds, I executed

./bin/bootstrap.sh Containerfile.rocm-ubi9 requirements-pipeline/collections/rhelai/rocm-ubi9/constraints.txt requirements-pipeline/collections/rhelai/rocm-ubi9/requirements.txt

which results in an almost immediate failure when generating constraints:

ERROR: input in requirements-pipeline/collections/rhelai/rocm-ubi9/constraints.txt at line 13 <Requirement('wandb<0.17.0')> conflicts with collections/global-constraints.txt line 47 <Requirement('wandb==0.19.10')>

A workaround for this should be to set the rhelai requirement to wandb=0.19.10.
