Copy/build and release RPMs for RHELAI 3.4 repository. Since RHELAI 3.4 uses the same configuration (RHEL version, arches) as RHELAI 3.3 and RHELAI 3.2, we can retag RPMs from the previous tag instead of rebuilding everything.

1. Retag latest RPMs into the RHELAI 3.4 candidate tag
2. Release the customer-facing RPMs in an errata for RHELAI 3.4.

IMPORTANT: The RHELAI tags contain internal, build-only RPMs, too. Only release RPMs that are in the release tag "rhelai-3.3-rhel-9" (see related subissue for details), not all RPMs that are in the candidate tag "rhelai-3.3-rhel-9-candidate". Our rpmtools should tell you the right RPMs, too.
