Requirements:

Add new scenarios to dev-scripts to support testing unconfigured ignition.
dev-scripts would generate the unconfigured ignition and generate a bootable agent.iso using 'coreos-installer iso embed'
dev-scripts would also generate the configuration image that will be mounted onto the host after the agent iso has booted.
dev-scripts would wait for cluster installation to succeed.

Acceptance criteria:

cluster installation is successful using unconfigured ignition and configuration image mounted to the host/VM.
support for existing installation scenarios: different IP_STACK, mirroring options
