Epic Goal

• Implement the installation of an OpenShift Virtualization cluster as described in the enhancement proposal https://github.com/openshift/enhancements/pull/1821
• Followup of https://issues.redhat.com/browse/AGENT-1282

Why is this important?

• The approach will allow the user to deploy a cluster in a disconnected environment without using an external registry
• Implementing this part will allow to support other cluster operations, such as update and node expansions, in further releases

Acceptance Criteria

• CI - MUST be running successfully with tests automated
• Release Technical Enablement - Provide necessary release enablement details and documents.
