Epic Goal

Implement the installation of an OpenShift Virtualization cluster as described in the enhancement proposal https://github.com/openshift/enhancements/pull/1821
Allow the user to opt-out from the feature using the API described in the enhancement

Why is this important?

The approach will allow the user to deploy a cluster in a disconnected environment without using an external registry
Implementing this part will allow to support other cluster operations, such as update and node expansions, in further releases

Acceptance Criteria

CI - MUST be running successfully with tests automated
Release Technical Enablement - Provide necessary release enablement details and documents.
