We want to reduce the number of workflows used to generate an ISO. With https://issues.redhat.com/browse/AGENT-1302, the end goal is not to have a --interactive flag when creating the unconfigured-ignition. This story is for removing the install-interactive-disconnected workflow and merge the changes into the install workflow with a way to identify the use case of OVE disconnected.
