Create subcommand namespace for agent-based installer

    Description

      We're planning to prefix all agent installer subcommands, e.g. openshift-install agent create image. Add this subcommand to the installer.

      We'll want a more descriptive name than 'agent' though. Some discussion: https://coreos.slack.com/archives/C02SPBZ4GPR/p1649697352308009

      Code for this (and all subcommands) should be in a separate directory so that the agent team can be included in the OWNERS file. Changes confined to this directory should also not trigger existing CI jobs (this will require an update to those jobs in openshift/releases).
