In the MCE hosted control plane documentation, we should state in each platforms' create cluster docs, we should document that:

• the name of the hosted clusters must be unique even if they are created in different namespaces
• a hosted cluster with duplicate name regardless of its namespace cannot be imported into the hub cluster
