Hosted Cluster Managed cluster namespace collisions for HCs with same name but different namespace

      Description of problem:

      Currently, when an HC is imported, the managed cluster is created and placed inside a namespace that is the same name of the hosted cluster.

      However, if there are 2 hosted clusters with the same cluster name but different namespace, this will cause a collision.

      We should document this for ACM 2.9 / MCE 2.4 as a limitation, and work on a long term solution.
