Value Statement

As part of achieving the Epic goal:

• Update the cluster-lifecycle chart to create the cluster-lifecycle-state-metrics-v2 ServiceMonitor int eh MCE operand namespace, rather than the openshift-monitoring namespace.  The MCE operand namespace is the one represented by the Helm-chart value .Values.global.namespace.

Note that cleanup (deleting of this ServiceMonitor) of the openshift-monitoring namespace is needed on upgrade, but this will be handled by the MCE operator.
