As art of achieving the Epic goals:

• Update the klusterlet add-on framework running on a managed cluster to add the  ** label `openshift.io/cluster-monitoring: "true"`  to the agent-addon namespace (open-clsuter-management-agent-addon) so that addons can define PromRules and/or ServiceMonitors in that namespace that will be picked up by the OCP platform monitoring stack.
