Due to internal code changes in Submariner, we no longer require the submariner-networkplugin-syncer container image to be built and shipped starting with ACM 2.9/Submariner 0.16.

Note: this change is only required for ACM 2.9/Submariner 0.16 and later. Previous release streams (i.e Submariner 0.15, 0.14, 0.13, 0.12) still require this image to be built and shipped like today with their respective ACM versions.
