      Support OVN Interconnect with OVNKubernetes

      Why is this important?

      OVN CNI is moving to a new network topology powered by OVN Interconnect Feature. This allows independent OVN deployments to be interconnected by OVN-managed GENEVE tunnels. Submariner does not work with these changes out of the box and we need changes

      Scenarios

      Submariner deployed in a cluster where OVN IC is enabled

      Acceptance Criteria

      Submariner pods and services should be reachable when OVN IC is enabled.

      Dependencies (internal and external)

      The OVN IC changes required in OVN-Kubernetes are still in progress. This needs to be completed for testing the changes we make.
