Make the hypershift CLI binaries for linux/s390x, linux/ppc64 and linux/ppc64le downloadable for users wanting to use the CLI on those OS architectures.

Definition of Done for Engineering Story Owner (Checklist)

• When the hypershift feature and the addon are enabled for local-cluster, I can download and install the CLI on those OS architectures.
• Damisetti Veerabhadra (dveerabh@redhat.com) can verify the linux/s390x binary.

• Any required downstream Docker file changes are made.
