As per the design prototype https://marvelapp.com/prototype/2i42151g/screen/90599715 mentioned on ACM-3506

the deprecation banner message missing 'Learn More' link in the deprecation banner field description.

Steps to Reproduce:

1. Login to ACM console.
2. Navigate to create policy page and create a policy with PlacementRule
3. Now navigate to edit policy page and PlacementRule deprecation message has to be displayed as per prototype.

Actual results:

As per design there should be hyper link 'learn More', pointed to some more information related to PlacementRule deprecation.

Expected results:
