Policy dependencies are met but policy switches to pending anyway

      Description of problem:

      I deployed the OPP policyset and setup policyset in my ocm policy-collection pr onto the clusterclaim plusdemo.  The policysets deployed successfully, all policies (related to OPP and OPP setup) were compliant.  Today (successful deploy was yesterday) I noticed a policy was pending.  The policy it depended on is compliant and has not had a compliance change.  See some details in this slack thread: https://redhat-internal.slack.com/archives/GUQS3CS5A/p1680273494338749

      This is a 2.8 startrhacm install from yesterday.  2.8.0-SNAPSHOT-2023-03-27-18-57-31

      How reproducible:

      Don't know yet

      Also don't know if 2.7 is impacted

      Steps to Reproduce:

      1. Install the PolicySets and I think just wait ... TBD

      Even if we have this issue happen – I would hope the "re-reconcile" that resolves it would happen quickly.
