Define what value Artifact Hub provides for OpenClusterManagement policies (and other resources)
Marketing:
Artifact Hub is the defacto place for all cloud native artifacts. Hosting policies here would surface them to a larger audience hence bringing general awareness about the library.
Artifact Hub hosting improves the UX around consuming policies as it provides a visual representation of the Policies
