Epic Goal

Implement userPermission API to support virt RBAC GA leftover work from 2.16. The consumers of the API include search backend and console.

Why is this important?

This is to provide a API for consumer like search to know a users permission to access resources on managedcluster. The scope is limited to whether user is managedcluster:admin/managedcluster:view or virt related user.
