Epic Goal

Implement userPermission API to support virt RBAC GA. The consumers of the API include search backend and console.

Why is this important?

This is to provide a API for consumer like search to know a users permission to access resources on managedcluster. The scope is limited to whether user is managedcluster:admin/managedcluster:view or virt related user.
