The cluster can not destroy after deleted clusterinstance in target hub

      Description of problem:

      Globalhub migrate ZTP cluster(vm01) from hub1 to hub2, then user should remove all resources about vm01 in hub2. 

      In hub2, after user delete clusterinstance, clusterinstance will delete imageclusterinstall, then imageclusterinstall should destroy the real cluster.

      but the real cluster is not destroyed, it could can be imported in source hub.
