The cluster destroyed after deleted clusterinstance in source hub

      Description of problem:

      Globalhub migrate ZTP cluster(vm01) from hub1 to hub2, then user should remove all resources about vm01 in hub1. 

      In hub1, after user delete clusterinstance, clusterinstance will delete imageclusterinstall, then imageclusterinstall will destroy the real cluster.

      There is no annotation to pause the reconcile logic.

      As the cluster is already migrated to hub2, so imageclusterinstall should not delete the real cluster.
