Description of problem:

After a successful spoke cluster deployment, cluster tear-down fails clusterdeployment delete hangs. Finalizer remaining is clusterdeployments.agent-install.openshift.io/ai-deprovision

MCE v2.10.0-204     ACM v2.15.0-213 

How reproducible:

100% across multiple environments

Steps to Reproduce:

1.  deploy hub cluster w/ OCP 4.20 MCE v2.10.0-204     ACM v2.15.0-213 
2. deploy spoke cluster using assisted installer ZTP workflow
3. attempt to tear-down spoke cluster

Actual results:

oc delete clusterdeployment command hangs forever.

Expected results:

clusterdeployment succeeds.
