ClusterDeployment finalizer doesn't work

      Description of the problem:

      After a successful spoke cluster deployment, cluster tear-down fails.  ClusterDeployment resource can't be removed from the hub cluster due to the finalizer issue.

      How reproducible:

       100%

      Steps to reproduce:

      1. Deploy 4.20 hub cluster
      2. Deploy MCE 2.10.0-DOWNSTREAM-2025-11-10-00-21-50
      3. Deploy 4.20 spoke cluster
      4. Remove the spoke cluster

      Actual results:

      The `oc delete -f` command hangs.

      Expected results:

       The spoke cluster ClusterDeployment resource is removed.
