When MCE is bumping the version of hive it incorporates, it is important that the container image and the other artifacts (CRDs, the hive-operator Deployment, RBAC) are all based on the same hive commit. When CRDs and code don't agree, we can run into bugs like ACM-26219.

We've seen this situation several times in the past, and it seems to stem from the fact that the management of the level of the container image and the other artifacts are owned by disparate teams/entities. Thus it's easy for one or the other to get missed when a bump happens.

This card is to explore and implement some method to bring those things closer together to minimize the probability of this happening again in the future.
