Managed cluster fails to deploy: clusterdeployments.hive.openshift.io stuck in status "provisioning"

      Description of the problem:

      Deploying a spoke cluster via image-based or assisted workflowa. BMH is provisoned. imageClusterInstall/agentClusterInstall reports installation completed. Spoke cluster is functional. clusterdeployments.hive.openshift.io  reports ClusterInstallRequirementsMet = false and "waiting for BMH provisioning state to be StateAvailable or StateExternallyProvisioned,current state is: registering". This blocks policy enforcement from proceeding.

      Additional reports  that this affects agnet-based workflow as well.

      How reproducible:

      Steps to reproduce:

      1. Install hub with OCP 4.20.3, ACM 2.14.2, MCE 2.9.2

      2. Deploy spoke cluster via IBIor ACI workflow

      3. Observe ici/aci and clusterdeployments CRs on spoke.

      Actual results:

      Cluster deploys, but clusterdeployments reports status=provisioning. Policies are not enforced.

      Expected results:

      Cluster deploys successfully
