(Azure Cloud) Configure CCLM e2e environment + Jenkins pipeline

      Goal

      Jenkins pipeline that provisions Azure spoke clusters and configures Cross-Cluster Live Migration (CCLM) and/or Fine-Grained RBAC on an ACM hub.

      Only prerequisite: ACM >= 2.15 installed. 

      Pipeline Paths

      • Path 1: I need a fresh CCLM environment with new spokes
      • Path 2: I need new spokes with FG-RBAC only, no live migration
      • Path 3: I have existing spokes and want to enable CCLM on them
      • Path 4: I have existing spokes and just need FG-RBAC on them
      • Path 5: I want FG-RBAC on all clusters without specifying names
      • Path 6: I want CCLM on whatever spokes support it

      Limitations

      • Azure only
      • Hive-provisioned spokes only (imported clusters are skipped)
      • Max 10 spokes per hub
